Yes, apparently this is true. The idea is that day and local hikers are now 
given priority over thru hikers. You may be asked to leave a spot in a 
shelter. The benefit _may_ be a permission to camp near the shelter, 
something the locals aren't allowed. It isn't as bad a deal as the White 
Mountain huts, but it does sound foreboding.
