[at-l] Temporary relo of AT at Taconic Parkway crossing in NY

The trail has been relocated along roads in the vacinity of the Taconic
Parkway, 0.5 miles instead of 0.3 miles. See http://www.nynjtc.org/at.html
for a map snippet and details.

This construction will continue though summer of 2000.
