There are two reasons, one possibly lost in history. The National Trails
Systems Act which created the present management structure for the Trail
specifies that it be for foot traffic only. To change this would require an
act of Congress. Now you might ask why was foot traffic only written into
the National Trails System Act. That may be lost in history, but some old
timers may have been in on the congressional negotiations. Note that
mountain bikes did not exist in 1968 so only horses and motorized were a
consideration. Horse usage is grandfathered in the Smokies and a short
section near me.

Any arguments about the relative merit or problems of bikes on the AT are
irrelevant because of the law.
