[at-l] Passing Etiquette

While out on a hike today in our local state park, my partner and I were
discussing what the trail etiquette rule was for passing on-coming
traffic on the trail. He believed that the persons hiking downhill were
supposed to step aside and let the uphill hikers by. I believed just the
opposite, i.e. that it was the uphill hikers that were supposed to step
aside. In my mind, downhill hikers are usually proceeding at a much
faster speed and should have right of way.
So, what's the right answer, and even more importantly, what's the
rationale behind it?
