[at-l] AT/LT near Stratton Vt History Question

This weekend I hiked/enjoyed the 'Division 3' section of the Long Trail
in Vermont. part of the trail now goes to the top of Stratton Mt, but according
to my USGS quad, the summit wasn't part of the AT/LT until recently. A
previous caretaker at Stratton Pond confirmed that the trail had been
moved in the past 20 years.
I just thought that it was interesting that the LT and AT were conceived
at the top of Stratton Mt, but the trail sideswiped the summit until
sometime in 80's. Was this always the case?
