It works like this: remember 4, 4, 9 -or- 
  4 cals/gram for carbs,
  4 cals/gram for protein,
  9 cals/gram for fats

so...

If your food is pure (or almost pure) carbs, like pasta or pretzels
and there are 28 grams to an oz, 4 cals/gram times 28 grams = 112 calories.
The PF&D laws say they can round to 110 (makes it look a tad less 
fattening) so all carb-ish foods are " all pretty close to 100 calories/ounce".

Pure fat (no water) would have 252 cals per oz.
Note that alcohol has 8 cals/gram - fattening indeed, which is why
porters and other laborers were fed an allowance of, well, porter (or stout)
ale. Mmmmmmm, ale...
