It is not unusual in North Georgia to have such temperatures in January
and Feburary, but colder episodes will occur. Florida is great if you
don't mind trading warm blooded bears for cold blooded aligators. The
aligators will prey on you, not your food bag.

North Georgia, Smokey Mountains, Tallulah Gorge, and other areas are
excellent. There are several good books on these locales.
