The ADA does not require leveling the mountains to allow friction free
wheelchair access, or electrifying the deserts to allow recharging
batteries for respirators. Such accommodations would not be "reasonable." 

There tends to be many roads currently in wilderness areas, Forest Service
and other rural byways. It is hard to find an area of the AT not accessible
for cell phones (at least in GA and southwest NC).

I believe there are many suitable areas for pack animals, and the need for
areas limited to people.
