Several years ago we had two homeless men making their home in one
of the NY shelters. We got the local Social Services agency to
take care of them. It was much more work than just getting the cops
to bring them in.

I suspect the court system will result in much the same result. They
do not want the jails to be used as a home for the homeless any more
than you or I do.
