Try a bivy sack.  You just roll it out and get in and zipper it shut. =
The mice can't get in it.  It only weighs 2 lbs is water proof and if
the shelter is full sleep out under the stars.

I don't think the other occupants of the shelter would be to happy with
the bleach idea.
