Do you put ground cloths inside your tent or underneath?

The arguments that I've heard are for inside:

1) so you float dry above the inevitable water that gets in through the
bottom. 

2) ground cloths underneath suck rain under to find the inevitable holes
we all make in our "waterproof" tent bottoms.

3) its hard to find perfectly shaped ground cloths, but inside a little
overlap is helpful.

Opinions please.
