"Originally public land" when?

One could reasonably argue that _all_ the land over which the AT passes
was privately held at some point.

Private ownership of much of the land in what was the original colonies
was established prior to the founding of the United States, let alone
adoption
of the federal constitution.  There was no legal framework by which the
federal
government could buy land held by private citizens until the Weeks Act
became law in 1911...
