If this was in and around the vicinity of Elkton, this is a highly 
recommended practice.  I lived adjacent to the park for 2 years there 
on a gated road that led into the park.  There wasn't a steady stream 
of people, but there was more than just a few dragging deer out to 
the gate.

It's been a while since I've been in SNP, but as I recall it, the 
deer would not be real hard to hit there.
