I don't think so, NW.  When a society is closed and has few external changes over a period of a generation or two or three, they haven't been taught how to cope with change.

In 'our' real world, "paradigm shift" is like the air we breath.  This no longer works, so I use that.  The powers-that-be introduce a new computer program and we learn to use it as we pine for the older "simpler" (and slower) way.  Rules, regulations, laws change at the whim of Congress, State and local leaders.  We can get politically involved and try to influence the changes or we can stick our heads in the sand and ignore the changes or we can let the citizens impacted by certain changes in the laws be the ones who get involved with those particular changes.

You and I, if we don't live in Maine, can make our voices heard regarding "wind-energy" -- but Weary's opinion, because he lives there, is, I hope, of more importance.

The only thing 'black' in my backpack is the bottom of my cookpot.  And I spray painted that myself.
