I don't know your definition of "low to moderate" so I'll go with mine. The
Epson Perfection series of scanners is excellent IMHO

I have a 3490 that I got with Silverfast scanning software as well as
Epson's proprietary software. Both software packages work well for flat
scanning though I'm partial to the Silverfast software for transparencies.

Try Paint Shop Pro formerly from Jasc, now a Corel product (Corel bought
Jasc). It has auto correction or you can do it manually. It costs a
fraction of what Adobe Photoshop costs and, for those who aren't skilled in
Photoshop, is probably easier to use. Corel just came out with version
X so version 9 is available very cheap. I just checked Ebay and found
copies available for $30-45.

Can't help you with DVD/multimedia. I haven't gotten into that.
