Not Gore-Tex per se, some people like Seal Skinz.  I bought some Seal Skinz 
knockoffs, Aquarion, made by the same company on Ebay at a reduced rate.  I 
haven't tried them yet but they look good for wearing Tevas in the snow or 
fording icy waters.
