Nor did that happen in '98 when the ice storm knocked out power across 
several NE states and two provinces of Canada for up to a month. Some of 
that area was (is) economically depressed too but I think rural folk are 
more experienced at dealing with primitive living conditions. In cities one 
is encouraged, even obliged, to be dependent on 'the system'. Getting water 
and dealing with the other aspects of living without power weren't new to 
me and my family so we knew how to do it. Also we had the physical space 
and potential resources within that space to cope. Living in a high rise 
apartment building in the city I'd have trouble coping too although I can't 
picture myself shooting at those trying to help. That's madness.
