The citizens of NYC were not without food and
water, in the heat, for days on end.

The citizens left in New Orleans by now realize
that the government is simply inoperative.  It has
failed them at nearly every step.  If they had any
respect for the government to begin with, what
would be left at this point?

Imagine yourself in their position.  Seriously, the
folks stranded down in NO at this point are thinking
about little more than survival right now.
