In many senses it is the same problem Public Broadcasting faces. Only a
fraction of those who use the service contribute.
Who needs it? Public Broadcasting, I mean. They have commercials but they
don't call them that. They beg for money ad nauseum. Their programs are
interesting but other channels have similar fare. The History 'Channel, A & E,
'ESPN, and also the commercial ones such as ABC, CBS, and NBC, have good hour
long programs on the wilderness, or some aspect of life that is
entertaining. The movie channels have uninterrupted full length films. Public
Broadcasting has strange speakers or lecturers from time to time but they are usually
selling their books and could just as well hold lectures in various cities
(as men and women did before the age of Television) and make their money
selling their stuff honestly. Of course they would have to work a bit harder to
make the sale. Well, that is my take on "Public Broadcasting."
As far as ATC membership many good ideas have been presented on that theme
but the best is "one to one" conversation and perhaps some push to engage the
rangers as members (offer half price to those who are working in the parks --
"Professional Membership rate") with the aim to have them engage the public
or provide information.
