However ATC does not have NPS's emminent domain powers. ATC can only buy
from willing sellers.

On what grounds do you object to buying land that people want to sell? When
you look at some of the pieces ATC has bought, they are landlocked and not
worth very much to anyone for other than passive use or viewshed.
