Can't speak to Quebec (haven't been there for a few years), but in British 
Columbia and Alberta the roadsides are cleared back for about 30 yards - 
lots of warning (at least during daylight).  In two weeks we saw exactly one 
roadkill - a squirrel on a blind curve.  OTOH - we saw LOTS of wildlife 
grazing the roadsides.

A lot of Alaskan roads are cleared the same way.
