I second that.

During my very rainy hike last year, my sleeping bag went in a stuff 
sack, then a garbage
bag with a rubber band, then inside a lawn and leaf bag with my other 
gear.  Things likely
to be wet or which didn't care if they got wet stayed outside the lawn 
and leaf bag inside
my pack.

I don't know that my skin was ever completely dry, but my sleeping bag 
stayed dry.  :)
