Talk about a topic, it's been a while since I saw a topic
such as this with the staying power that this topic has
created.

Here is another idea I just came up with.  Charge a
refundable fee.  For example charge $20 to spend the night
at the jailhouse.  If conditions are as good or better when
you go to leave you get your money back.  This will
automatically detract the bad types from even trying to stay
there since they know they'll lose their $20.

Admittedly, everyone, even the innocent, will lose their
$20, but this will help people to take a stand against the
bad guys and help get rid of the bad guys as well.
