Rigging elections?  Oh, I don't think so but perhaps motivating people to go 
out and vote for the best choice could be one way of looking at it.  Of 
course, if the personal choice of one's candidate loses then the disappointment 
might be expressed as if the election was "rigged."

In anycase, it is important to get out and vote for one's choice and -- as 
the Democrats used to say in Chicago -- vote often!
