Florida.  Every bar and restaurant has 3 for 1 cocktails and a free  buffet.  
All a bum needs to do is pan handle $3 and he gets three cocktails  and a 
meal.  Free showers on the beach and nice big new shelter for those  two nights a 
year it drops below 60 or when a hurricane comes.
