Why try any control at all? That's my point.
Realize that there are flood zones, fire zones and hurricane zones. Etc.
Why do humans get to build their homes in nature's zones that have been there for millions
of years and not expect bad things to eventually happen?
If I built a house on the coast of Maine, god I would be in heaven, but I would also expect
to get blown away by a Nor'easter sooner or later. Probably sooner.

My guess would be that as soon as WE put our efforts into any type of control then the "naturalness" of the result goes away.
