In fact they are. The US Forest Service mostly builds the roads leading to harvesting areas, though I understand that lately the buyers of the woods may build some of them, with the cost subtracted from the amount they pay for the wood harvested.

Among the scandals of the US Forest Service is that it costs taxpayers $2 for every dollar gained from the sale of wood on National Forests.
