Perhaps they weren't out of service because they were broken, but because they had been individually (computer generated) turned off because the power holding capacity had been reached for that time period.  I know that the pumping speed on those pump oil wells is set to reflect how much is needed right then and what the current price is.  Maybe wind mills are the same.  anklebear
