[at-l] Forest Service Fee Parking Lots

The Golden Age passport is an NPS program.  And if you qualify (all it takes 
is being "old"), it's definitely worth it.  But I don't know if the Forest 
Service honors the Golden Age program.  Let me know if you find out - that 
would be a new twist that I haven't run into before.
