USPS.

The Post Office's will do $50.00 over purchases w/o a surcharge.  Buy one
stamp for a letter, or even a postcard.  Get $50.00 cash.

I use a Bank of America Combined ATM/Check Card w/ built-in picture ID.

Process the stores/ restaurants/ motels/ etc as credit card purchase and get
pocket money from the PO.

No additional cost yet.  As always YMMV.
