Yes! Trail maintenance is a great lesson for scouts to learn. Some judgment
is needed, of course, on who is capable of handling certain tools. And
scouts are not allowed to use power tools. (Nor are power tools allowed on
some trails.)

For training, you should connect up with an organization that routinely does
maintenance. They usually have a list of needs and will provide training and
tools.

Our troop has worked with rangers at a nearby state park. The rangers
appreciate the work and the boys get service project credit.

Question for the List, are Scout patrols or troops permitted or encouraged
to do trail maintenance.  Is there training available for young people?  By
14-15 a young person should be able to be some help.  They might enjoy
installing water bars or building a foot bridge.
