Well, for starters: ATC seemed to think it was a useful effort. Second: the
audience was the US Department of the Interior and the National Park Service,
and only secondarily the Maine Congressional Delegation. Thirdly: The system was
very cleverly set up so that the email messages could be easily translated into
snail mail for those willing to make the effort.

Nor do I believe that Snowe and Collins are quite as parochial as you believe.
Both strike me as politicians seeking national political roles. Everyone who
seeks to do useful things has to get reelected. But to aspire to more than
political hackism requires a sense of the national mood.
