While I would never encourage anyone to break the law, in areas where
hitchhiking is not allowed, simply put a bandana on your backpack that says
HIKER TO TOWN.  Lynne Whelden sells one that has HIKER TO TOWN on one side,
and HIKER TO TRAIL on the other.  If you've attached it to your pack, and
are, say, walking to town and someone offers you a ride, then you have a
ride.  If an officer stops and tries to cite you for hitchhiking, say that
you aren't hitchhiking, you are walking to town.  The sign is to let people
know where you're going...
