You have several options depending on how cheap you wish to go.

Tarps are possibly the most common attempt, and do a really good job
once you learn how to select the site.

Hammocks are suprisingly comfortable, providing a great deal of
flexibility regarding where to set up camp. You can find hammocks on
occasion below $100 on clearance at REI.

KMart, Coleman and others sell some very inexpensive tents that are
sorth experimenting with for $20-30 bucks. You will need to seam seal
and should assure water resistance. These are not silnylon, but are
servicable although a bit heavier.
