Thanks Karen.  Massachusetts requires a permit.  It seems that the law
specifically applies to residents.  No mention is made of non-residents.  As
a non-resident, I can travel in Massachusetts with a firearm, and I suspect
the same is true of pepper spray, but I am not sure.  I will try to find
out.
