If there were some reliable way to screen, maybe the public would 
be for it. But who is going to pay for it if it applies to volunteer
departments? Who is going to pay for it if it applies to public ones?
If the pay is as low as they asay it is already, would this be a wise
way to spend funds that could be used for equipment and salaries?
 
I'm just sayin...I have not formed an opinion yet.
