[at-l] Shelter Courtesy - Some Specifics May Help



Has this changed in the past year? I thought the guaranteed thru hiker 
spaces were a thing of the past now that they give permission for tenting - 
_if_ the shelter is full and if you are a thru-hiker per your definition.
