     If a new shelter were built at least a mile away and at the end of a 
steep, rocky, or difficult access, it would go a long way in filtering out 
incompatible or violating usage. Sounds like the local club needs to get busy 
with volunteers planted there to confront the off-road intruders and or 
signage. After this problem was solved the issue of correctness of shelter 
removal would be forgotten and the yahoos would probably not have any 
interest in going there. Future hikers would then have less of a black hole 
to stay in too. Sounds like a win-win...
