Brian,
Here is the information that I got from REI.

Average minimum weight:  The total weight of the body, rainfly and poles
only--the bare essentials.  Although you'll likely pack more
tent-related weight than this, use the spec for comparing tent weights.

Average Packaged weight:  The total weight of all tent components; body,
rainfly, poles, stakes, stuff sack, pole sack, instruction book, and any
additional items a manufacturer includes with the tent when you purchase
it.

I hope this helps, although it is not a real straight answer.  It should
provide some guide lines.
