at a trailhead where mt bikers routinely violated the hiking only trails. 
Harriman is pretty well patrolled and the authorities are involved in keeping 
park rules enforced. Sounds like you need to petition for enforcement. 

     This really sounds like a showcase example of a newspaper story showing 
the damage and problems caused by ATV use...
