[at-l] Rain Gear Advice

I'm stressing a little over raingear for a July hike in Vermont.  I don't 
want to spend hundreds of dollars I don't need to spend, but I'd also 
rather not spend the month soaked to the skin.  I start to glaze 
over after reading one too many gear reviews on the Internet. The 
Long Trail Thru Hiker's Guide says rain pants are a must-have.  

Any advice?  Can rain gear be done on the cheap?
