Maybe. Or maybe your sleeping bag is too big. ;-)
Seriously, particularly with a down bag, you don't
want to have a stuff sack that forces the bag to
"smush" too much (how is that for technical language)
because that makes the bag lose some of its loft (is
that the right word?). I've found that the stuff sack
that comes with a bag is generally a tad too small,
particularly once you've lined it with a trash bag.
Try using a roomier stuff sack and see what happens.
