I've seen one used, but by a day hiker. Go figure. 

It think it is a tool of more use out west on the PCT, as our "green
tunnel" tends to make it less useful. As I understand it, the idea is
to have a very light umbrella that you can attach to a shoulder strap
and not have to direct too much. 

I think this was much more attractive before the advent of Frogg Toggs
and similar very lightweight shell substitutes. The weight of these is
sometimes less than umbrellas. Technology marches on.
