 I can only cite what the practice has been for decades. I've drank many a beer
and an occasional bourbon in front of Rangers in the park and witnessed many
others doing the same.

Other state parks in Maine specifically ban alcohol. The Baxter rules are worded
differently for the reason I have mentioned.
