[at-l] Cost to remove a blowdown

It is ridiculous to not allow maintainers not to use chainsaws to
maintain the A.T.  I maintain a section of the A.T. and it is in a
wilderness area and I resent the fact that I can't use a weedeater or a
chainsaw.   Because of this stupid law it takes me much longer to keep my
section clear.  By the way, I also maintain a 6 mile side trail off the
A.T. and about 40 miles of trails on Liberty Mountain and I DO use a
weedeater and chainsaw on these trails.

I can't imagine ANY maintainer who would be against using weedeaters and
chainsaws to maintain trail.
