As far as I know, this is only true in Oregon and Connecticut - and only on
public highways, and is dependant on how you use it.  In these states, use
of a white cane (which has its own legal definition) by a person who is not
legally blind is a traffic violation.  This is because a white cane (and/or
guide dog) is a legal indicator that a person is blind.  If the white cane
has a chartreuse ribbon tied to it, that indicates that the person is also
deaf.  If someone steps out into the street with a white cane (or being led
by a guide dog) then traffic must stop.  (This is true in all states.)

So long as you aren't using your white cane to stop traffic, you aren't
breaking the law.
