Haven't you heard, Hay is for horses, straw is for houses!!

Actually, HAY has the seeds still attached to the stalk while straw is
the "woody" stem, compacted - leaves less for the mice to chew on
(although they will gladly make SBs their home if allowed).  

The compression aspect is the reason SBs are more fire resistant.  Fire
smolders in the tightly compacted spaces (less air movement - also the
reason they are better insulators).
