Sure.  People do that all the time.  You have a "thumbnail" picture
on your webpage, and if someone clicks on it they get the fullsize
image.

The part about the CD depends on the user having a CD writer.  But
just making both the large and small version easily available is
a snap.  Ryan's Gallery works that way.
