I'm in Weary's camp on this one.

In Washington state only the private lands
were replanted.the State and Federal lands
were ignored until the last few years.

One of the biggest jokes were the signs on the
Olympic Peninsula that said "replanted by nature"
or something to that effect.

It was only a few years ago that logging on high ridges
was limited so that the seeds could propogate down.
It was only a few years ago that logging was 
denied within 20 ft or so of a stream. Of course
then came the lawyers arguing "what was a stream"

When I first came to Washington State a few years 
ago, the clear cuts came all the way down to the
road. One only has to drive through Snoqualmie 
Pass or on Vancouver Island to see the damage 
caused by the unregulated forest industry.

One of the logging interst's tricks a few years ago was
to inventory the forests and lie about the 
old growth content of them. They then cut down ONLY
the old growth trees and said that they barely
affected the total. The truth was that the 
old growth trees were disappearing at a very
fast rate.

A few years ago(at least) the PCT crossed the city of Seattle
watershed area. The land was filled with greying
stumps, and near the trail were numerous signs 
warning the hikers to stay on the trails because
of the ecological damage that could occur if they
strayed.  :-)

Forest logging companies are just like people.
They will do the mininum unless required to do
more.
