I have feed birds for years w/o much problem from cats.

The trick I use is the short decorative picket fences, which they sell to
put around flower borders/gardens.  Cat tend to sneak up, short dash, and
jump to catch birds; or they lie in ambush.  Having a couple of concentric
rings of this fence (w/ about 14 inches between them) around the feeder
(which is placed about four feet from the nearest tree, fence, place of cat
concealment, etc.) really disrupts these styles of hunting.

Sure, the neighbor's cats get a few birds on the fence, in the bushes, etc
away from the feeder.  But they are not lying in wait when the birds fly
into the feeder.
